Commissioning Manager

We are seeking a highly skilled and inclusive Commissioning Manager to represent the client's interests and lead commissioning activities for mission-critical infrastructure projects. Responsibilities

Owner's Representation

  • Act as the client's primary commissioning representative throughout all project phases.
  • Ensure commissioning activities meet program objectives, quality expectations, and project milestones.
  • Provide consistent technical leadership during construction, commissioning, and handover phases.

Commissioning Management

  • Lead and coordinate commissioning efforts from planning through to project completion.
  • Manage performance and deliverables of third-party Commissioning Agents (CxA).
  • Review and approve commissioning strategies, procedures, test scripts, and documentation.
  • Monitor system readiness, supporting Functional Performance Testing (FPT) and Integrated Systems Testing (IST).
  • Support quality assurance and deficiency management processes ensuring commissioning readiness.

Construction & Project Coordination

  • Collaborate with Construction Managers, Project Managers, Design Consultants, Contractors, and Operations teams.
  • Integrate commissioning activities into the overall construction schedule.
  • Identify and mitigate risks affecting commissioning milestones.
  • Drive timely resolution of commissioning challenges while safeguarding program objectives.

Technical Leadership

  • Provide oversight across electrical, mechanical, and control systems.
  • Inspect installation quality supporting commissioning readiness.
  • Communicate commissioning progress, risks, constraints, and opportunities to project leadership.
  • Ensure accurate documentation and successful project turnover.

Qualifications

Technical Expertise

Candidates should demonstrate proven experience with mission-critical infrastructure systems, including but not limited to:

Electrical Systems:

  • Medium Voltage (MV) & Low Voltage (LV) Distribution
  • Switchgear, Transformers, UPS, Standby Generators
  • Automatic Transfer Switches (ATS), Static Transfer Switches (STS)
  • Protective Relay Systems, EPMS, Building Management Systems (BMS)
  • Load Bank Testing

Mechanical Systems:

  • Chillers, CRAH and CRAC Units, Cooling Distribution Units (CDUs)
  • Pumps, Hydronic Pipework, Heat Rejection Systems, Cooling Towers
  • HVAC Plant, Water Treatment Systems

Commissioning Experience

  • Strategic planning and execution of commissioning phases
  • Scheduling, sequencing, and mechanical completion
  • Functional Performance Testing (FPT) and Integrated Systems Testing (IST)
  • System turnover, handover, and commissioning documentation management
  • Deficiency tracking and quality process enforcement
  • Transition from construction to operations
  • Technical issue identification and resolution

Required Experience

  • Experience as an Owner's Representative or client-side commissioning lead.
  • Background in hyperscale, enterprise, or mission-critical data center projects.
  • Managing third-party Commissioning Agents.
  • Coordinating multidisciplinary teams delivering complex MEP systems.
  • Operating in live program environments managing multiple simultaneous projects.
  • Balancing competing priorities to maintain program milestones.
