Learning from Ireland – Is Europe’s Data Centre Hub Frozen in Place?

Deep pockets and tied hands – that's the relationship between AI investment and national grid infrastructure in IrelandAs new data centres are being built around the world, the tech giants are tempting governments with large investment for physical space, energy supply and grid connection. But that investment can lead to an overwhelming strain on grid infrastructure, and some governments are beginning to turn it down.  

Nowhere is this balancing act more visible than in Ireland, where an unofficial freeze on data centres has been in place since 2021. Now, while building has been given the green light again, new data centres will have to comply with strict new rules. And connecting to the already strained Dublin grid is on pause until 2028. (BBC, 2025) 

While Ireland isn't the only nation or region wrestling with this issue, it presents a fascinating microcosm to learn from. Project leads and managers can and should learn from Irelands challenges if they want to de-risk future investment. 

 

Why did Ireland freeze Data Centre grid connection? 

Technically, no formal freeze was put in place. Although threatening future blackouts – especially around the tightly constrained Dublin area – caused regulators to put strict laws in place regarding energy supply and storage. 

 

Ireland's decision to increase regulations around data centre builds and connection came from a CRU (Commission for Regulation of Utilities) report which stated: 

'There is an evolving, significant risk to electricity security of supply in Ireland. A significant contributory factor to this risk is a large increase in electricity demand presented by the growth of the data centre industry...' (CRU, 2021) 

This report led to strict regulatory constraints for data centre builders, demanding energy supply and storage capabilities. Such strict restrictions have led some investors to look elsewhere, although Ireland remains Europe's data centre hub. (DataCenterDynamics, 2025) 

 

How much energy supply do data centres use in Ireland? 

Currently around 21% of national supply, although that number is set to rise to roughly 30% by 2030. (IrishExaminer, 2026) 

These numbers only added to the regulators' case when considering stricter conditions. Connecting to the grid in and around Dublin has been put on hold until 2028. And that pause has caused big investors to look elsewhere (Frankfurt, London and Madrid). (eMarketer) 

 

What are the new data centre regulations in Ireland? 

Ireland's new regulations essentially cover four overarching points: Location, Power Supply/Storage, Renewables and Transparency. 

 

Location 

Whether the site sits in a constrained or unconstrained part of the network, judged at the level of the specific application rather than the old broad regional approach (CRU). (WilliamFry, 2026) 

 

Onsite supply/storage 

All centres must have the ability to match demand with generation or storage. This supply and storage also comes with an obligation of willingness to reduce consumption when EirGrid needs it during system stress. Separate, lighter-touch criteria apply below a 1 MVA de minimis threshold, and different rules apply for applicants between 1–10 MVA. 'Tier A' data centres must install a new auto-producer unit delivering power directly to the site. Large data centres more broadly must provide dispatchable onsite or proximate generation/storage matching their Maximum Import Capacity, and that capacity must participate in the Single Electricity Market. (WilliamFry, 2026) 

 

Renewables 

New facilities must cover 80% of annual energy needs from onsite renewables or battery storage (or contracted renewable supply), aligning with Ireland's 2030 renewables target. Applicants must present a credible plan for associated renewable project development to the System Operators.  

 

Transparency 

By 31 March 2026, EirGrid and ESB Networks must publish an engagement and connection process for data centre applicants. Provide initial proposals on system/network capacity availability, including transmission-distribution interaction. Regularly publish high-granularity locational data on network constraints and available capacity going forward. Report to the CRU bi-annually on how the policy is working in practice. (CRU, 2025) 

 

What does Ireland's data centre future look like? 

A long-term approach is emerging in Ireland – state-led regulation spanning from planning to ongoing coordination between parties. 

CRU has signalled that beyond this policy, Ireland ultimately needs a state-led approach — spatial planning, targets-based infrastructure development, and coordination between environmental and enterprise policy — to handle Large Energy User growth at scale. (RE25, 2025) 

Many thought leaders have repeated concerns about state regulators applying too heavy a hand on the industry, potentially turning massive private sector investment into an uncompetitive mess. Though Ireland's case might just offer a reality check. On the other side of the AI race sit governments and communities navigating the possibilities of blackouts and power shortages. (TechPolicyPress, 2025)

FAQs

 

Is data centre construction banned in Ireland?

No — there has never been a formal, legally declared moratorium. The Commission for Regulation of Utilities (CRU) explicitly rejected that option in 2021. What happened instead was a set of strict connection criteria (location, onsite generation, renewables) that were so hard to meet in the Dublin area that they functioned as a de facto freeze there. Under the CRU's new December 2025 policy, applications are open again nationally, but Dublin-area grid connections specifically remain paused until 2028 due to network constraints. 

What do new data centres have to do differently to connect to Ireland's grid now? 

Under the CRU's Large Energy User Connection Policy (effective for applications after 12 December 2025), new data centres must generally: (1) apply in an area the grid can actually support, assessed site-by-site; (2) bring onsite or nearby dispatchable generation or storage matching their own maximum demand — with "Tier A" facilities required to install a dedicated autoproducer unit; (3) source at least 80% of their annual energy from new Irish renewables, with a 6-year window to build that renewable capacity; and (4) accept that EirGrid and ESB Networks can reject applications that don't meet these conditions. 

How much of Ireland's electricity do data centres use, and is that a lot compared to other countries? 

Recent figures put it at roughly 21–23% of national electricity demand, up from just 5% in 2015 — and EirGrid forecasts this could reach 30% or higher by 2030. That concentration is unusually high by international standards; Dublin in particular sees data centres accounting for around half of regional demand, which is part of why Ireland's situation is often cited as a cautionary example for other countries scaling up AI infrastructure.
