Client-Side QA/QC Manager
Hyperscale Data Centre Construction | Greater Helsinki, Finland
Role Overview
We are seeking an experienced Client-Side QA/QC Manager to support the delivery of a major hyperscale data centre construction project in the Greater Helsinki area.
Acting on behalf of the client, the QA/QC Manager will provide independent oversight and assurance of all construction quality activities undertaken by the General Contractor and its subcontractors. The role is responsible for ensuring that works are executed in accordance with approved design information, project specifications, Inspection and Test Plans (ITPs), applicable Finnish and European standards, manufacturer requirements, and the client's quality expectations.
This is an assurance and governance role. The successful candidate will challenge the contractor where standards are not being met, drive closure of quality issues and NCRs, and provide the client with clear visibility of quality performance and risks throughout construction, testing, handover and commissioning.
Key Responsibilities
Contractor & Subcontractor Oversight
Provide client-side QA/QC oversight of the General Contractor and all relevant subcontractors.
Monitor contractor implementation of the approved Project Quality Plan, ITPs, method statements and inspection procedures.
Verify that construction activities comply with approved drawings, specifications, technical submittals and project requirements.
Attend and witness key inspections, hold points and testing activities.
Challenge unacceptable workmanship and ensure appropriate corrective actions are implemented.
Monitor subcontractor quality performance and identify recurring or systemic quality issues.
Ensure the General Contractor maintains effective quality control throughout its supply chain.
Quality Assurance & Control
Review and comment on contractor and subcontractor Quality Plans, ITPs, method statements, check sheets and inspection procedures.
Verify that required inspections and tests are completed, recorded and traceable.
Conduct regular site quality inspections and audits across CSA and MEP installations.
Verify that materials and equipment installed on site correspond with approved technical submittals.
Monitor preservation, storage, handling and installation of critical equipment and materials.
Review quality records and ensure documentation demonstrates compliance with contractual requirements.
Monitor construction interfaces where quality defects could adversely affect commissioning, reliability or facility operation.
NCR & Defect Management
Monitor and review Non-Conformance Reports (NCRs) raised against the General Contractor and subcontractors.
Ensure root-cause analysis and corrective/preventative actions are appropriate and properly implemented.
Track NCRs, defects, observations and punch-list items through to verified closure.
Identify repeat defects and quality trends requiring escalation.
Escalate significant quality risks to the client project leadership team.
Verify remedial works before accepting closure on behalf of the client.
Electrical & Mechanical Quality
The role will provide quality oversight across critical data centre infrastructure including, as applicable:
MV/LV electrical installations
Transformers and switchgear
UPS systems and battery systems
Generators and emergency power systems
Busbar and power distribution systems
Earthing and bonding
Mechanical pipework and pressure systems
Chilled water and cooling systems
CRAH/CRAC and associated cooling equipment
BMS and controls
Fire detection and suppression systems
Building services and associated containment
Equipment installation and equipment-room quality
The QA/QC Manager is not expected to replace discipline-specific commissioning engineers, but should understand how construction quality impacts downstream testing and commissioning.
CSA Quality
Provide oversight, either directly or through discipline inspectors, of areas including:
Concrete and structural works
Structural steel
Building envelope, roofing and waterproofing
Internal architectural finishes
Fire stopping and compartmentation
Equipment bases, plinths and penetrations
Raised floors and specialist data hall finishes where applicable
Particular attention should be paid to water ingress, fire integrity, cleanliness, dimensional compliance and installation quality, given their potential impact on operational data centre environments.
Testing, Commissioning & Handover
Work closely with the client's Construction and Commissioning teams to ensure systems are ready for testing.
Verify that construction quality documentation is complete before systems progress into commissioning.
Participate in relevant construction completion and system walkdowns.
Ensure defects identified during commissioning are routed back to the responsible contractor and closed effectively.
Support Mechanical Completion and Ready-for-Commissioning processes.
Review contractor turnover packs and quality dossiers.
Verify completion of red-line drawings, as-built records, certificates, inspection records and test documentation.
Support final acceptance and handover to the client.
Quality Reporting
The QA/QC Manager will provide the client with clear reporting on:
Open and overdue NCRs
Defects and observations
ITP completion and outstanding inspections
Contractor and subcontractor quality performance
Repeat quality failures
Audit findings
Punch-list status
Documentation and turnover readiness
Key quality risks affecting commissioning or programme
Corrective-action closure performance
The role should proactively identify trends and systemic risks, rather than simply reporting individual defects.
Experience & Qualifications
Essential
Significant QA/QC experience on complex, mission-critical construction programmes.
Previous experience working in a client-side, owner's representative, EPCM or PMC capacity is strongly preferred.
Proven experience overseeing General Contractors and multiple specialist subcontractors.
Strong understanding of construction inspection, ITP and quality assurance processes.
Experience managing NCRs, defects, corrective actions and quality documentation.
Strong knowledge of MEP installation quality within technically complex facilities.
Experience supporting construction completion, commissioning and handover.
Ability to interpret drawings, specifications, technical submittals and contractual quality requirements.
Strong written reporting and stakeholder-management skills.
Comfortable challenging Tier 1 contractors and senior construction personnel where works do not meet the required standard.
Fluent professional English.
Preferred
Previous hyperscale or major data centre construction experience.
Experience working on projects for hyperscale operators, colocation providers or major technology clients.
Experience working within Finland or the Nordic construction market.
Engineering, Construction Management or Quality-related degree or equivalent technical qualification.
Relevant quality qualification, such as ISO 9001 Lead Auditor/Internal Auditor.
Knowledge of digital quality and field-management platforms such as Autodesk Construction Cloud, BIM 360, Procore, Dalux or equivalent.
Key Competencies
The successful individual will be:
Client focused: represents the owner's interests and maintains independence from the contractor.
Technically credible: able to challenge GC and subcontractor engineering and construction teams.
Site focused: visible in the field rather than relying solely on contractor reporting.
Detail oriented: capable of identifying issues before they become commissioning or operational problems.
Commercially aware: understands the relationship between quality, programme, rework and cost.
Data driven: uses NCR, defect and inspection data to identify recurring quality problems.
Assertive but collaborative: able to hold the contractor accountable while maintaining productive working relationships.
Handover focused: understands that construction quality must ultimately support safe, reliable operation of a mission-critical facility.
