Program Lead - Scheduling
Scheduling Program Lead to support complex transmission line, linear construction, and substation capital projects for a direct utility environment.
This individual must be more than a traditional scheduler. The successful consultant will combine advanced P6 technical expertise with hands-on knowledge of utility transmission construction sequencing, crew planning, resource loading, outage coordination, and schedule optimization.
The consultant must be capable of hitting the ground running, independently evaluating existing scheduling practices, identifying gaps, and confidently advising project teams on schedule development and improvement opportunities.
Minimum Qualifications
- 5+ years of relevant scheduling experience required
- Advanced/expert-level Primavera P6 experience
- Demonstrated scheduling experience supporting transmission line and/or substation construction
- Direct utility experience strongly required
- Strong understanding of linear construction scheduling
- Experience establishing crews, resource loading, and construction sequencing
- Ability to operate independently with minimal ramp-up or training
- Strong communication and consulting skills with the confidence to challenge, advise, and recommend improvements rather than simply maintain schedules
- Candidates whose relevant utility experience is exclusively with Duke Energy will not be considered
Transmission Line & Construction Subject Matter Expertise
The consultant should demonstrate strong working knowledge of:
- Transmission line construction sequencing from pre-construction through energization
- Typical transmission construction durations and dependencies
- Common causes of schedule delays and schedule risk
- Pre-construction activities required prior to Notice to Proceed (NTP), including environmental surveys and other prerequisite activities
- Transmission line activity durations and realistic construction production assumptions
- Structure procurement timelines and their effect on the construction schedule
- Switching and outage windows, including their impact on sequencing, critical path, and project completion
- Utility and contractor contract structures and their scheduling implications
- Scheduling projects involving multiple crews operating across multiple segments
- Integration of contractor, utility, engineering, procurement, outage, environmental, and construction activities into an executable master schedule
- Crew setup, crew sequencing, and resource loading
- Identifying resource constraints and optimizing crew deployment across linear construction activities
The consultant should be able to demonstrate how they would build and manage a transmission construction schedule involving multiple crews and multiple work segments, rather than relying solely on theoretical scheduling knowledge.
Primavera P6 Technical Expertise
The consultant must demonstrate advanced proficiency in the following:
Schedule Development & Structure
- Work Breakdown Structure (WBS) design
- Activity development and activity coding
- Development of realistic activity durations
- Schedule calendars and calendar management, including 5-day, 6-day, 7-day, and weather calendars
- Schedule log management and proper use of the Data Date
Critical Path & CPM
- Critical Path Method (CPM) mechanics as applied specifically to transmission line construction
- Critical path creation and analysis
- Identification and management of multiple critical/near-critical paths
- Multi-Path Analysis
- Total Float and Free Float, including how each is calculated, applied, and impacts downstream activities
Relationships & Schedule Logic
- Advanced understanding and appropriate application of:
- Finish-to-Start (FS)
- Start-to-Start (SS)
- Finish-to-Finish (FF)
- Start-to-Finish (SF)
- Appropriate use of lags and leads
- Ability to identify inappropriate or artificial schedule logic
- Understanding how relationships, constraints, calendars, and logic impact the critical path and overall project completion
Analysis & Reporting
- Critical Path Analysis
- Schedule health and logic reviews
- Delay and schedule-impact analysis
- What-If Analysis
- Identification of schedule risks and recovery opportunities
- Development of usable, factual P6 reports that provide actionable information to project and construction leadership
Key Responsibilities
- Develop, review, maintain, and improve integrated P6 schedules for transmission and substation construction projects
- Establish appropriate WBS structures, activities, durations, relationships, calendars, and coding
- Develop schedules that accurately reflect real-world transmission construction sequencing
- Incorporate engineering, environmental, procurement, construction, switching, outage, commissioning, and project closeout activities
- Establish and resource-load construction crews within P6
- Integrate multiple crews and multiple construction segments into comprehensive project schedules
- Analyze critical and near-critical paths and identify potential schedule impacts before they affect project delivery
- Perform scenario and what-if analyses to evaluate alternative sequencing, resource strategies, and recovery plans
- Evaluate existing schedules for deficiencies in logic, sequencing, durations, resource loading, or construction assumptions
- Provide recommendations for schedule development, optimization, and process improvement
- Work directly with utility project managers, construction teams, contractors, engineering organizations, and other stakeholders
- Produce factual, decision-useful schedule reports for project and leadership teams
- Serve as the P6 and transmission scheduling SME, advising the organization rather than simply executing schedule updates
