Pre-Development Program Manager - Transmission & Substation Portfolio

The Pre-Development Program Manager will provide portfolio management and coordination support for a high-volume portfolio of Transmission and Substation development requests. This individual will serve as the central point of coordination during the pre-development lifecycle, ensuring requests are organized, prioritized, communicated, and progressed through development until they are ready for handoff to the assigned Project Manager.

Key Responsibilities

Portfolio Management

  • Maintain portfolio visibility and prioritize development requests based on business needs, customer commitments, and resource availability.
  • Monitor project status and proactively identify requests requiring attention or escalation.
  • Track portfolio metrics, milestones, and overall workload to support leadership decision-making.

Pre-Development Coordination

  • Coordinate activities during the pre-development phase from initial request through Project Manager handoff.
  • Organize and maintain all project documentation, development records, agreements, and supporting information.
  • Ensure requests continue progressing through the development process following execution of customer agreements.
  • Support constructability reviews and collection of project-specific development information.
  • Prepare projects for transition into execution once approved.

Stakeholder Communication

  • Serve as the primary communication point for internal departments and external customers throughout pre-development.
  • Coordinate activities across:
    • Transmission Engineering
    • Substation Engineering
    • Project Sponsors
    • Economic Development
    • Third-party Developers
    • Line Relocation Customers
    • Project Management
  • Facilitate communication between stakeholders to resolve issues, maintain momentum, and improve transparency.

Prioritization & Portfolio Planning

  • Evaluate incoming requests and assist leadership in prioritizing work across the development portfolio.
  • Support portfolio planning activities by balancing workload, customer priorities, regulatory commitments, and strategic initiatives.
  • Assist with long-range planning efforts for future transmission and substation development programs.

Program Support

  • Develop and maintain portfolio trackers, dashboards, and reporting tools.
  • Improve organization and consistency across development workflows.
  • Identify opportunities to streamline processes and improve portfolio governance.
  • Support leadership with reporting, forecasting, and portfolio status updates.

Required Qualifications

  • Minimum 5+ years of direct utility experience preferred.
  • Experience supporting Transmission, Substation, or Capital Project programs.
  • Strong understanding of utility project lifecycles and capital project development.
  • Demonstrated experience managing multiple concurrent projects in a fast-paced environment.
  • Exceptional organizational and prioritization skills.
  • Strong communication and stakeholder management abilities.
  • Ability to work across multiple departments and adapt to changing priorities.

Preferred Qualifications

  • Experience supporting utility project development or portfolio management.
  • Knowledge of transmission and substation infrastructure.
  • Experience working with third-party developers, line relocation projects, or economic development initiatives.
  • Background in project controls, scheduling, or PMO support.
