Job Description - Cables Package Manager

Reporting to: Offshore Phase 2 Manager
Location: Dublin / Hybrid

Position Overview

The Cables Package Manager is responsible for the end-to-end management of the export cable system for a major offshore transmission infrastructure project, covering both offshore and onshore cable works from FEED through EPCI procurement and delivery.

The role will lead the development and management of the cables package during the FEED phase, support procurement and tendering activities, and provide owner-side oversight throughout detailed design, manufacturing, installation, testing, commissioning, and handover.

The successful candidate will coordinate across engineering, commercial, marine, consenting, construction, and HSE functions to ensure safe, timely, and cost-effective delivery of the cable system.


Key Responsibilities

FEED & Development Phase

  • Lead the FEED development of offshore and onshore export cable systems, including routing, landfall design, cable protection systems, jointing strategy, and interfaces with offshore and onshore substations.
  • Manage Owner's Engineer and FEED consultants to ensure delivery of technical outputs in line with project programme, budget, and quality requirements.
  • Develop and maintain package scope, technical specifications, interface definitions, schedules, cost estimates, and risk registers.
  • Engage early with cable manufacturers and installation contractors to support constructability, procurement strategy, and supply chain risk mitigation.
  • Identify and manage key technical, installation, constructability, and interface risks in collaboration with engineering, marine, consenting, and HSE teams.
  • Manage package schedules and budgets during pre-EPCI development phases.

EPCI Delivery Phase

  • Act as owner-side Package Manager for the export cable system during detailed design, manufacturing, installation, testing, commissioning, and handover.
  • Support procurement, tender evaluation, and contract management activities associated with EPCI delivery.
  • Monitor contractor performance against contractual, technical, programme, quality, and HSE requirements.
  • Coordinate interfaces between the cable package and other project workstreams including offshore substations, onshore infrastructure, marine operations, and commissioning activities.
  • Lead resolution of technical queries, non-conformances, change control matters, and delivery risks throughout execution.
  • Provide package-level reporting inputs for programme reviews, governance milestones, cost reporting, and risk management processes.

General Responsibilities

  • Take overall accountability for safe, timely, and cost-effective delivery of the cable package across the full project lifecycle.
  • Maintain strong coordination with engineering, procurement, construction, marine, and commissioning teams to ensure successful project integration.
  • Build and manage effective relationships with contractors, suppliers, consultants, and external stakeholders.
  • Ensure compliance with relevant health, safety, environmental, marine, and regulatory requirements.
  • Promote strong safety leadership and a proactive risk management culture across all package activities.
  • Contribute to overall project delivery strategy and continuous improvement initiatives as part of the Project Leadership Team.

Knowledge, Skills & Experience

  • Extensive experience managing offshore and/or onshore export cable systems for offshore wind or offshore transmission projects.
  • Demonstrated experience across FEED and EPCI project phases, including procurement and supply chain management.
  • Strong understanding of HVAC cable systems, cable accessories, burial methodologies, protection systems, and landfall construction.
  • Knowledge of offshore cable installation methodologies, marine operations, and interface management.
  • Experience managing multidisciplinary teams and complex contractor interfaces on large infrastructure projects.
  • Strong commercial awareness and understanding of project delivery risk management.
  • Excellent leadership, communication, stakeholder management, analytical, and problem-solving skills.
  • Ability to operate effectively within fast-paced and evolving project environments.
  • Strong understanding of HSE requirements and offshore regulatory frameworks.

Qualifications

  • Bachelor's degree in Electrical Engineering, Mechanical Engineering, or a related discipline.
  • Chartered Engineer status or equivalent professional accreditation.
  • Minimum 15 years' experience in cable design, cable installation, and project delivery within offshore energy or transmission infrastructure projects.
  • Strong knowledge of offshore engineering standards, industry practices, and regulatory requirements.
